The 36-year-old referee will be assisted by fellow Dutchmen Joost van Zuilen and Johan Balder. VAR wil be operated by Jochem Kamphuis and Clay Ruperti with Jeroen Manschot as the fourth official.
Serdar Gözübüyük has twice before overseen Zenit matches, the first being the 1-1 draw with Rosenburg in 2017 and the 3-0 defeat by Club Brugge in 2020.
Zenit v Chelsea will take place at the Gazprom Arena on Wednesday 8 December at 8.45pm St. Petersburg time.
