The licensing procedure checks the main principles and requirements made of football clubs to take part in UEFA club matches and matches organized by the Russian Football Union. The procedure also regulates the tasks, rights, responsibilities and privileges of the license holder. Such licensing sets the sporting, infrastructural, personnel, administrative, legal, and financial criteria for football clubs.
Criteria that are especially analyzed when issuing licenses are the club’s program for developing the youth department of the club (including the presence of youth teams and schools), the system of medical services for players, and the correspondence of the club’s stadiums and practice facilities to all norms.
